上海外国语大学——教育部出国留学培训与研究中心，是教育部首批成立的出国留学行前培训和研究机构，旨在打造上海地区出国留学行前培训与研究的“国家品牌”，起到区域示范效应。“中心”将对留学行前培训进行社会化探索，逐步建立涵盖从“国家公派”留学人员到“自费”留学人员全范围的出国留学行前培训和出国留学安全教育研究机制，更好地服务于广大留学人员。

教育部出国留学培训与研究中心向出国留学人员提供的服务：出国行前培训，包括留学政策解读、留学信息咨询、语言文化培训、中国公民海外领事保护、安全常识等留学安全相关问题、中外文化比较、涉外礼仪、跨文化心理辅导及健康教育、出国手续办理流程等。

“中心”定期汇总留学信息分析留学趋势；开展出国留学相关问题的研究；召开留学研讨会，进行出国留学专题研究课题；定期趋势撰写留学调研报告，为教育主管部门推动出国留学社会化探索服务。

Shanghai Training and Research Center for Overseas Studies, established by the Ministry of Education People’s Republic of China, aims at a national brand of training and research for overseas studies, with demonstration effect in Shanghai area. The Center is going to set up the mechanism of predeparture training and safety education for better serving the students studying abroad, including both government-funded and self-funded students.

The Center provides a full range of predeparture training services，including but not limited to: study abroad policy analysis, information consulting, language & culture education, consular protection，knowledge of safety and other related issues, comparison of western and eastern cultures, etiquette，cross-culture psychological guidance and health education, overseas studying related procedures, etc.

The Center is going to analyze the trend of overseas studying by collecting the relevant information; conduct the research on overseas studying related issues as well as seminars；and compose research report to provide consultative services to the Ministry of Education.
